    For a quarter century, the Carrington Fire and Rescue has answered the call, time and time again, from the same six-bay headquarters. The present Fire Hall, located just west of Carrington City Hall, was constructed in 1998, and just celebrated its 25th year of operation.     Four Foster County 4-H'ers participated in the junior 4-H land judging contest near Dickinson on Aug. 3. The team won the contest, beating out two teams from Walsh County and a team from Grand Forks County. Cyrena Kuss was high individual in the contest.     Hunters applying for a 2023 swan license can submit an online application through the North Dakota Game and Fish Department's website, gf.nd.gov. North Dakota residents and nonresidents are eligible to apply. The resident swan license is $10, while the nonresident fee is $30. The deadline to apply is Aug. 16. The joint letter sent out to members claims that a merger will maintain local control, expand access to talent, and allow the implementation of best practices.
