Donnly was born April 10, 1971, at New Rockford, N.D., the son of Sigurd Arnold and Delores (Hoyt) Haugland. He attended school at Glenfield/Sutton/McHenry and graduated in 1989. He then attended NDSU and graduated with a degree in Industrial Engineering in 1995. He enrolled in the Army National Guard and was a member of the 141st Combat Battalion out of Carrington.     Outdoor enthusiasts need to be aware of early ice conditions before traveling onto and across North Dakota waters. A few reminders include: • Edges firm up faster than farther out from shore. • Snow insulates ice, which in turn inhibits solid ice formation, hiding cracks, weak and open water areas. • Ice can form overnight, causing unstable conditions.     BISMARCK – Agriculture Commissioner Doug Goehring has announced Agricultural Diversification and Development (ADD) Fund awards for four projects. The awards totaling $825,000 were approved at the ADD quarterly meeting Nov. 16 in Wahpeton. Among the recipients was the North American Bison, LLC.
